As a buyer, how do you decide to end a negotiation for the purchase of a particular item?

When my target price and terms have been reached.
When delivery of the product must be made.
When a better offer from another supplier has been received.
When the product or service is no longer needed.
When the price and terms offered seem reasonable.

Data is increasingly becoming the focal point of purchasing. With that being said in order to inmprove our operations I believe as buyers, we need to include the end users as much as possible as they will be the key to making sure our proposed improvements will actualy have an impact.
