Procurement & Compliance Manager

Company: Regional Transportation Commission

Description:

The Regional Transportation Commission (RTC) OF WASHOE COUNTY, Nevada an integrated transportation agency that serves as the Metropolitan Planning Organization (MPO), transit authority, and street and highway construction agency is seeking a Procurement and Compliance Manager to provide leadership in contract and compliance oversight and technical procurement processes and procedures.

The successful candidate will have strong leadership skills, enjoy working in interdisciplinary teams, and possess strong communication and presentation skills. The position will be responsible for managing the administration of state and Federal labor standards, including Davis-Bacon prevailing wage rates, and the Federal and State Civil Rights programs for Disadvantaged Business Enterprises (DBE); and assuring compliance with policies and procedures, and other state and Federal regulations. In addition to supervising assigned staff, the incumbent will establish and maintain good relations with vendors, contractors, and regional government agencies; monitor payrolls and investigate complaints as required and oversee the (SBE) Small Business Enterprise program.

Minimum qualifications: Bachelors Degree in Business or Public Administration; AND five (5) years of progressively responsible procurement and contract compliance experience, including three (3) years of supervisory experience; or an equivalent combination of education and experience. Masters Degree preferred. Certification in purchasing management, contract administration, contract compliance and/or specialized training in DBE preferred, but not required American Contract Compliance Association Certification preferred, but not required.
